1. Title and lien release (if it applies).
2. Notarized bill of sale (if the vehicle is less than 7 years old).
3. Maryland safety inspection.
4. Registration card for the plates you are transferring from the old vehicle. The amount of time until the plates expire will determine if there are additional registration fees due.
5. Maryland driver’s license or ID card.
6. Valid insurance card for the vehicle are titling.
7. A VR-217, lien recording document from the finance company if you are financing the vehicle.
8. Letter of administration and death certificate if the person who owned the vehicle is deceased.
